Most U.S. insurance plans don't cover surgery performed outside the country. Tijuana has higher surgery volume, more hospital options, and lower facility costs because of border-area economics. The exact same surgical team and standards apply across all three cities — Vallarta and Guadalajara are slightly higher because hospital facility fees are higher in those metros.
